Child Safety Policy

Our Commitment
Outprobe has zero tolerance for child sexual abuse and exploitation (CSAE) in any form. The safety of minors is a non-negotiable, absolute priority on this platform — no exceptions, no context, no appeals.
This page describes our standards, detection practices, enforcement actions, and reporting obligations regarding child safety.
Definitions

Prohibited Content and Behaviors
The following are absolutely prohibited on Outprobe. Violations result in immediate permanent account termination and mandatory reporting to authorities:
Content
- Sexual content depicting minors (CSAM), including illustrations, animations, AI-generated imagery, or written content
- Content that sexualizes minors in any way, even if not explicitly sexual
- Content that normalizes, glorifies, or promotes the sexual abuse or exploitation of minors
Behaviors
- Grooming — using Outprobe to establish contact with a minor for the purpose of exploitation
- Soliciting sexual content or conversation from a minor
- Sharing contact information to facilitate offline exploitation of a minor
- Using the platform to organize or coordinate the trafficking or exploitation of minors
There is no permitted context for this content. Artistic intent, education claims, or fictional framing do not constitute exceptions.
Detection
Outprobe uses multiple layers to identify CSAE content:
1. User Reporting
Every post, message, profile, and media item has a Report button. Users who encounter CSAE content are encouraged to report it immediately. Reports of CSAE are routed directly to our Trust & Safety team with the highest priority.
2. Hash-Matching (PhotoDNA / NCMEC)
Outprobe uses industry-standard hash-matching technology (PhotoDNA) against the NCMEC hash database of known CSAM. Any match triggers immediate removal and mandatory reporting before human review.
3. Proactive Signals
Our systems flag accounts and content that match patterns associated with grooming or exploitation, including suspicious messaging patterns toward accounts identified as minors.
Enforcement
When CSAE content or behavior is detected:

There is no warning, no suspension, no appeal for CSAE violations. Permanent ban is the only outcome.
Mandatory Reporting
Outprobe is legally required to report CSAM to the National Center for Missing & Exploited Children (NCMEC) CyberTipline under 18 U.S.C. § 2258A. This obligation applies regardless of:
- How the content was discovered
- Whether the account is active
- Whether the content has been removed
We also report to international partners as appropriate:

Outprobe does not notify the user before making these reports. Preservation of evidence is prioritized.
Minor Protections
In addition to strict content enforcement, Outprobe implements the following protections for users under 18:
- Age verification at sign-up — Users must confirm they are 13 or older to create an account. Users under 13 are not permitted.
- Restricted DMs — Minors cannot receive direct messages from users they do not follow or share a community with.
- No ad targeting — Minors are never targeted with behavioral advertising.
- Limited profile visibility — Minor accounts have reduced public profile exposure by default.
- Parental concern process — Parents/guardians who believe a minor's account is at risk can contact safety@outprobe.com for expedited review.
Reporting CSAE Content
If you encounter suspected CSAE content on Outprobe:
- Use the in-app Report button — select "Child sexual exploitation" as the reason
- Do not share, download, or interact with the content further
